Ultimately, spaceflight is reserved for the government and military, who do nothing with it as can be shown by both the Russian Space Agency and NASA.

Capitalism is not the problem. The problem is that the super-rich hoard their money (and for the super rich, making additional investments is also hoarding). It is logical, that under this the rich keep getting richer and the poor get poorer.
If they are not willing to put the money back into circulation, then they need to be taxed.
Nordic countries have it right - they understand that inequality is a threat to their existence. For this reason, the poor are heavily subsidized and the rich are taxed like hell. The result is that there's a huge middle class and nobody is hoarding money.
