At most in an anime you might get implied sex, but to see an actual sex scene happen is just so rare. How come?
Why is it that ecchi fanservice is so common yet sex scenes are so rare in anime?
Can anyone here actually name more than 10 anime that actually have depicted sex scenes?

Secondly, in terms of ecchi manga, people are afraid of making the main girls lose their virginity. Remember Kannagi, when one of the girls offhandedly mentioned she had an ex-boyfriend and everyone lost their shit? They want a paradoxical girl who can do as much perverse stuff as they can, yet still be pure as snow.
The only sex scenes I can think of off the top of my head are...
Kira and Flay in Gundam SEED (Director's Cut)
Kaji and Misato in EVA (although it was offscreen yet you can hear them and then see their faces)

Shinichi and Murano from Parasyte
Guts and Casca from Berserk
(though the latter two are originally manga)
That's pretty much all I can think of (Kirito and Asuna doesn't count since they just show post coitus), and that's just five.
An animated sex scene probably gets you in trouble with the Japanese version of the FCC, whereas a few shots of a girl's ass might be easier to get away with
