It excels in characters, design and fights and not much else. It takes until Part 7 for the writing to actually get very good. If the fights weren't GOAT tier then WSJ would have canned it a long time ago.

Like what the point of dedicating a good chunk of the opening chapter to Sandman and establishing his character only to kill him off in a random fight, or having Diego be brought back and be the final fight, which kinda took away from the Valentine fight.

I agree but the later part of made up for it. I was so annoyed about how everything with Sandman went down though, I can forgive Deigo's appearance at the end because it's kind of like fan service and it was hype when it happened.

I would say Part 8 is where his writing has been at it's best. It being a mystery heavy story also allows people to brush aside stuff that Araki may have 'forgotten' as simply not having been explained just yet.

The only reason JJBA gets away with this is because the fights are usually so good it allows you to overlook this kind of stuff.

Of course. If I wasn't able to forgive sub-par writing in exchange for amazing action, I would have dropped JoJo faster than the speed of light.

The animal fights are great. It is refreshing to have extraordinary enemies like the animal ones, for reasons I hopefully don't have to explain. That is true in general for any show that has a lot of fighting and action and many, constantly changing foes. In a show that follows the Monster of the Week trope, with the main enemy being built up in the background, there isn't much room for characterizing every enemy and giving them depth. In order for that to not become boring, you need to either modify them (see animal stand users or oingo and boingo), add comedy to some fights, or skip them entirely (DiU uses a lot of slice-of-life elements to achieve that, an experiment that was largely successful).
And in regards to the animal fights in particular, they have the bonus if the opponent ridden by base instincts, which means behavior that is generally different from that of human enemies. For example, animals have a lack of empathy, leading them to possibly doing some rather cruel things if it ensures survival.

i was using 'good' in the sense that they are on the side with the protagonist, but also giorno's dream for drugs to not be sold to children is fairly commendable

jojo's bizarre adventure is 'form over function' in it's purest distilled essence, the vast majority of what araki does with his manga is purely because he thinks its cool and i can respect that

It does mean that JJBA can never be considered the GOAT manga though, despite what it's fanbase might suggest. Part 8 is really good though, has to be said, might end up being the best part if it stays like this all the way through.
