I'd term it survival japanese at best. Objectively I did N4 of JPLT with little trouble aside from kanji. N3 I started struggling a lot with vocab and some grammar.

If you're just visiting you won't have any trouble in tourist areas. Everything is in romaji if not English and most restaurants have pictures and/or English menus.
