this is actually wrong. assuming your 3rd point is correct, the mathematically perfect solution would be to cull weaker magical girls that cannot kill a certain amount of witches until you develop an equilibrium between the spawn rate of witches and the birth of decently strong magical girls. you won't want to kill all magical girls because you won't have any way to deal with leftover witches and you don't want to kill too many weaker magical girls because we know that stronger magical girls turn into stronger witches, so it would only make sense to have a constant supply of decently strong witches to purify the stronger magical girls' soulgems.
Seeing as how Homura rewrote the universe it doesn't seem too far fetched to make Madoka's wish a law of the universe without sacrificing Madoka for it.

Keep a corps of aces around, farming out the weaker ones as easily killed witches for their gems. This keeps the pros alive.
Once witches start dwindling, put the pros on a points system, killing them without letting them turn. Once it's down to one girl, suicide.

There's two versions of concept movies out so far. One of them has a shitty camrip on youtube, but none of them have been shown outside of screenings. Both versions of the concept movie will be released on BD in October. Hopefully we'll get some more information on the project then too.

Pay attention to Mami's words saying that she's happier than she could have ever imagined. How Kyouko wishes for a happy dream and that is exactly what she gets. How Urobuchi confirms that Sayaka will never be happy as long as Kyousuke is in the picture. How Madoka has her own character song where she sings about how lonely she is as a goddess and in this new world she is together with her family and friends.
The only unhappy person is arguably Homura, however, even Homura got her wish granted of having the capacity of being strong enough to protect Madoka's happiness.

I hope you haven't been rewatching the broadcast version. The BDs are improved all around.
The fancuts are fairly good if you can get by the somewhat jarring transitions to the scenes that aren't in the movies.
I think I like the OST better in the movies too. The TV series were great too, but I like how they're going with pretty much only one scene per track, and how every major witch gets her own theme song.
