No. Technically Isis is a rogue element. It all goes back to the CIA trying to fight a proxy war with Russia in the middle East. The Mujahideen was one of the starting points. I believe the Taliban were the next rebel group they were funding. After that it's al-Qaeda. Iran contra plays a part but it's just a platforming device for justification of the invasion of Iraq. After al-Qaeda was pulled back by the CIA many rebels were without jobs. Their cash flow dries up as the US pulls troops out. Isis comes into play after the US left billions of dollars worth of equipment in Iraq and the rebels got their hands on them. Now they fly under the guise of Islam to continue their crusade and give the rebels a purpose. CIA is shitting bricks because they can't control them now.

They're shitting bricks because they're realizing that, like super bugs, if you keep experimenting with different ways to crush and form rebel groups, eventually you will create one so powerful it cannot be taken out through your methods.
ISIS is a lot like the Alt-right. It's formless and without hierarchy. It is a chaotic force but unified under a set of values and principles. That means anyone at any time can become part of Isis.
Think of ISIS like the Chaos faction from Warhammer.
