Carter is routinely placed close to the bottom of the list in terms of US presidents. It's not that he did anything particularly terribly -- its that he really didn't do anything at all. Could have had a lamp as president for 4 years and it wouldn't have been any different.

LBJ didn't give a fuck about the war and just assumed throwing a shitzillion soldiers at the problem would solve everything while maintaining a completely cucked approach to their theater of operations. Actually winning the war required shit like physically entering Cambodia and locking down the Ho Chi Minh trail, which would have been exponentially more effective than search and destroy operations even with a reduced military presence. If he had won the presidency in 1960 they could have had the whole thing wrapped up in his second term.
