I'll be willing to accept that Ami was more competent in certain situations which required a more deep/thoughtful approach.
As far as having to quickly assess a situation with limited information I think Rei was able to better react to unexpected situations.
With competent I just mean being able to quickly assess a youma situation and find a way to neutralize them.
Rei failed in situations where there was a less obvious method of defeating the monster while Ami needed time to assess the situation before making a decision.
Out of the original five that is. The "outer senshi" outclassed them in every aspect but then again they mostly stuck to their own schedule.

Admittedly, according to the manga author the anime was quite a charicature when it came to the later seasons (as in, Usagi wasn't that gullible anymore but they made her fem-Goku in that regard).
Also, the final season didn't have the new senshi literally transforming from male to female, in the manga they were crossdressing as males to protect their identity and apparently the author got pretty pissed at the anime changing that.
