Considering Monaca is literally Junko 2.0 and Monokuma is still functioning somehow, I don't think that's the case

Monaca was taken by Nagito at the end of UDG and he said he was going to help her become the next Junko, she is imitating Junko down to the hair style and monokuma hair ties.
