Yeah, but that's because the US government set up tons of tax benefits for pharma companies to operate there. It's a failed economic development policy because Puerto Rico is still poor and drugs are still expensive. Sell the island to China or the Saudis and that benefit doesn't exist anymore.

Puerto rico have no agricole production , no fishing industry, it have only services and tourism and anyway is very low quality. All people only can buy food from walmart, and all the products are imported, Puerto Rico doesn't produce anything
