There's no set of requierements, you work with the countries that recognize you, and that's it. For example, some countries do not recognize Taiwan as a country, but as a rogue province of China, even though Taiwan has a functional economy and military. But if you recognize Taiwan you're instantly hated by China, because they want that sweet sweet clay. So if you want to be in good terms with Chna you mustn't reconize Taiwan. That's politics.
