Are high STD rates per capita due to hypocritical Republicans or due to dark skin? What can be done to correct this public health menace?

You must be retarded. According to your ebin map the whitest states are the least pozzed while the ones with high numbers of non-whites are the most pozzed. Do the math.

High percentages of Inuits, tons of sex workers boffing the temporary oil workers. The population shifts and flows back and forth there more than other states. It's an industrial, migratory state with the only permanent residents being Natives of sad single men.

They're due to both. Terrible sex education is another factor. The best remedy would be to have a federal requirement for non-abstinence-based sex education, but leave the implementation of such plans up to the states to avoid inefficiency.
