It has the least house edge of anything machine by far. So you can launder money very effectively through it. I think that the police stopped all elevator traffic and that is why the police took the stairs. Campos has a self inflected gun shot wound and can get downstairs and the elevators don't work. Probably someone was still in the room to open the door for them, so they don't have to use key card to get in. There is no record of them leaving their room, or going back into it.
