Same reason they don't set up bases at the entry from Reverse Mountain to prevent any pirates from the blues from entering the Grand Line. Or why they don't have a base in Fishman Island itself.

Because if we break it down realistically the Marines are clearly over powered as fuck and making them more realistic would give them an unfair advantage. We just have to ignore all the logical stuff. For all we know though all those things could exist and be happening. The story only follows powerful pirates and their friends really. Anything could be happening to the random other slobs of the ocean.
