The pic you posted is pretty ghettoish, for sure, but they built New Belgrade in what's practically a desert and it is a sprawling city with modern planning and some great brutalist architecture. What came after was complete architectural lawlesness and today city is an assortment of gigantic concrete shantytowns while nothing was done to increase transportation network. If you want to see a city die you take a look at Belgrade.
