I used to think this wasn't something native to Naruto, but then I realized that most other ninja were just leaning forward a lot, not doing the arms thing.
I mean it still exists elsewhere occasionally, but the weird floppy dangly arms thing is so omnipresent in Naruto that the naming is justified
