The worst art in Z was about as bad as the worse art in Super, but it was less rare, because Super has bad art almost every episode and scene.

2016 : flashback that here just to remember a thing ==> no need for much detail
The moment are of equal importance in 1993 and 2016... but too bad for you, 1993 is extract from a TV OAV (Dragon Ball Z: Zetsubou e no hankou!!) so your comparaison is invalid (more time, more budget)
