After Neo blew the whole thing open, the general population of the Matrix knew what was going on. However, the machines still needed people plugged in to maintain their civilization, and there weren't resources available to maintain an unplugged population of billions. So everyone leaving the Matrix was not on the table. Instead, most people just got along with their lives, both inside and outside the Matrix. Zion pushed politically for more people to leave, while the Machines encouraged people to stay (few people really wanted to leave in the circumstances as they were, so they were free to do so since the systems could handle that many people). Meanwhile, the Merovingian and other organized crime angled for their own benefit in this. This low-key conflict led the factions to recruit interested plugged-in people to act on their behalf.

It probably is a lie though, stands to reason the Architect built the "real world" as a secondary tier of the Matrix to catch the humans who couldn't accept the simulated hum-drum reality. In our world the Redpill is knowing the full truth while the Bluepill is to continue being a sheep addicted to false pleasures such as fast food, corporate advertising and porn.
In my opinion it is better to be redpilled because i would rather know the truth than live my whole life a sheep fed by corporations but there are some who actually want to stay bluepilled either because they are too afraid to discover the truth or unable to rise above the false pleasures provided to us by the corporate NWO.
And then there is the majority of society which is so bluepilled they don't even know the red & blue pills exist because they're too distracted by false corporation provided pleasures to care. On top of what OP says, if you pay attention when he is about to take the pill, the camera flips the view, mirroring it through the glasses. In that flip you will notice the red pill is in the wrong hand. When Neo takes the red pill it’s the hand that held the red pill in the reflection. So it doesn’t matter what pill you take they both lead down the same hole. There is no going back once you’ve taken either.
