That's because it wasn't an advertisement. The novels were selling just fine and didn't need an anime. It was Sunrise that approach them for anime production, because they had some spare cash and wanted to do adifficult project that no other anime studio could handle. It was basically a deliberate Mission Impossible.

Were you aware of how much reference material they had to work with? It is basically the same quantity as what Peter Jackson had made for the LotR trilogy script. It was extremely difficult and why they really don't want to do it again. They made money, but it is way too much hard work. Idol anime is easier.
