To be honest I feel like Kumiko is actually more dominant over Reina than Reina is over her. At least personality wise and not regarding their skill.
Reina often tries to get ahead of Kumiko in a non malicious and rather cute and caring way, but most of the time Kumiko is the one who ends up leading their relationship. Initially Kumiko might be overly self-conscious and thus submissive around Reina but she adapts rather quickly and acts more casual after their first few confrontations.
Through her inner monologue we learn that Kumiko is very fascinated with Reina, but it feels like Reina might be even more fascinated with Kumiko as we can see through her actions. Keep in mind that we always see things from Kumiko's perspective, so when Reina does her famous smile it's rather obvious that it struck a chord with Kumiko, but something similar happened when Kumiko got her "revenge" after mimicking her "that sounds like something you'd say" phrase and Reina blushed like crazy.
There are also other cases like Kumiko "accidentally" asking Reina out and Reina immediately agreeing to going to the festival with Kumiko. Kumiko dresses pretty casually while it's obvious that Reina got all dolled up with her white dress and heels and also made a lot of other preperations to impress Kumiko.
There is also that one time Kumiko asks Reina to come over via her phone to talk about her chat with Taki sensei and it seems like Reina immediately did her bidding.
It's pretty interesting to watch their relationship, though I do agree that Reina might just look a little bit too defenseless in that vampire pic. It's still pretty cute though.
