The entire Groom Lake facility is privately run. It's not a USAF base, hence why they can claim it doesn't exist. The CIA allowed Lockheed, Northrop, Boeing, etc to take over the facility to develop their projects. This is also why there are no MPs at the facility like a normal military base.
