Except they do. Satellites are only meant to operate for a fixed amount of time, and keep on-board fuel for re-adjusting their altitude to compensate for drag and solar pressure. When they are done, they use their remaining fuel to push into the atmosphere to (hopefully) burn up before they completely re-enter, so that they do not clog up valuable orbit space. That isn't always the case, however. This process happens quite frequently.
