I know that in a previous guidebook, there was this graph/chart thing showing Armin's thoughts and relationships with other characters, and while there was an arrow pointing to Erwin saying "deeply admires", there was none to Levi despite Levi being on that graph, implying Armin doesn't like Levi.

I think he was desperately trying to reconcile his desire to save his best friend with his desire to serve humanity, and that's the best his brain could come up with.
