On the one hand it could lead to the maximum amount of tears with both rukiafags and orihimefags bawling about their stares and build ups and whatever. However, on the other hand it could also lead to minimum amount of tears as the two camps console themselves that at least their rival didn't win or even worse, both camps being completely fine with Tatsuki winning.
