Saitama is a joke character. His whole characterization is that he defeats his foes in one punch. Saitama wins due to toonforce.

No, It really does not
Early Dragonball is a basically a gag manga and nobody argues that Goku has toonforce.
Also he isn't even correct about him defeating all of his foes with one punch. At this point quite a few enemies have survived at least one punch from him.
However, he still has yet to feel any kind of challenge. Nor have any of them drawn blood, barring his dream version of the subterraneans.

Honestly, GER SHOULD win, if it wasn't that stand are psychic powers and OPM has crazy resistance to telekinetics. the question is if raw physical strength (bolstered by unbreakable will) can overcome reality warping.
