To be fair, Kamisato's goal is to destroy her and get rid of WR or get it back. The heatwave thing is to help minimize casualties in his fight against her.
What bugs me most is none of the other Level 5s besides Mikoto, Misaki, and Kakine beetle have been shown to do something about the Elements.
You might want to reread the chapter. Kamisato needed Yuiitsu distracted. He was waiting for an opening to sneak attack her when she is busy dealing with enemies taking out the crystal tower. So, AC was the ideal setting.
