1.- Kubo never intended to bait IR and everything was just a coincidence (the parallels, etc). He tried to make Rukia less and less relevant so Ichihime doesn't look like a total asspull. 2.- He baited IRfags on purpose just to give them a big "FUCK YOU" at the very end.
I personally go for the second one, just because the chapter was titled "Death and Strawberry" (apparently) and Urahara's last words.
