The Swiss army is useful as an army in being. That is, potential attackers have to face the possibility of armed resistance in difficult terrain. I'm not saying we're going to invade Germany and massacre everyone on our way to the North Sea (although we should), but we'll give them a good kicking before they can steal our cheese. Given that, 1% of GDP is a small price to pay for not getting Belgium'd straight away.

These two shouldn't even be in the same sentence user. Swiss mercenary pikemen were a force to be reckoned with on the Renaissance battlefield. Also consider that Switzerland is a natural fortress. One of the reasons they have been able to stay neutral despite big neighbors and be a major banking center is that it is simply too much of a pain in the ass to invade. Even with modern weapons terrain matters a great deal, don't give in to the seductive lure of air power and precision missiles, ultimately you must be able to hold a territory to govern it.
It's not that the Swiss military is useless, it fulfills the exact role the Swiss need it to fill, and it does it with a very modest expenditure.
