Most of Catalans want to break away due to the police intervention, if you didnt do it you could have bribed them with more autonomy or they wouldnt dare going through with indepenance. In the end it would still be a stop gap measure as it would one day blow up anyway, main issue is how to deal with it realistically as there are no good solutions that the parties would be willing to accept.

Spain has the authority here. Acting to stop the vote made them look horrible. If they had waited for Catalonia to try and actually break away instead, then they would look like a government asserting authority over rebels.
