Since go works by lines without arbitrary movement (a set piece must touch placed piece), all you'd really need to do is write an array[19][19] and loop through it based on placed pieces to determine the next set piece. Without arbitrary movement such as in a game like chess, there are actually significantly fewer possible moves than what you're claiming.

Go is only more "complicated" than Chess because of the size of it's board, 19x19.
Chess has more mechanical depth because it incorporates movement. If you scaled Chess up to even 13x13 it becomes more complex.
Beyond that, you can even play Chess in higher dimensions with basically no change to it's basic rules of movement. Go breaks down almost immediately as soon as you go 3D because the number of squares you have to occupy to surround a stone or set of stones increases exponentially.
Meanwhile, a working ruleset exists for literally 4D Chess.
