I think it would have to be a bit more complicated than that. Nobody would buy that Trump just "happened" to be there. IF it really was an assassination attempt, it would be plausible that the role of the mass shooting was either (A) to incite additional anger (i.e. by shooting up "Trump supporters" as well as Trump himself), or (B) to provide cover for snipers, so the whole thing could be blamed on Paddock, when in reality there were multiple shooters involved in the operation.
