If you think you could get many people to join, it might be more effective to plan a series of tweets, say one a day, with a recurring #, (eg #free2hate ?)
The first tweet is safe eg "i hate X.(rapists?) Is that a hate crime?".
They then get "progressively worse", the idea being to publicly push the limit of what we can say, via questioning, not pointed statements.

Likely to attract more re-tweets if it starts out "legal". You could even have several separate lines of argument/paths from legal first tweets to hate speech final tweet, and do this whole thing more than once.

I use Nordvpn. About 85% (my guess) of the severs are banned here at any given moment. A little time consuming sometimes, but it's not bad at all.
E.g, I just found a UK one easily, probably recently had the ban expire.
