Soft power simply just means how influential your culture is globally (how many foreigners indulge and consume your culture). For example, currently American soft power dominates the world.
Japanese soft power is also huge because Japanese people tend to not be interested with whatever happens overseas. Nip politicians named this "Galápagos syndrome", it essentially means Japanese people are more likely to buy Japanese products over foreign products, view Japanese media over foreign media, browse Japanese websites over foreign websites, and indulge in their culture over foreign culture. Then, Japanese people shit out their culture for the world to enjoy and people play their games, watch their cartoons and learn their shit because it's; one of the few things left in the world that isn't completely Americanized.
