100% correct. Visuals are an indispensable part of VISUAL medium, and an anime can't really be said to be making the most of it's potential without excellent visuals. Like movies or a comic an anime can be considered great solely because of visuals, but not without them. If you have a great story or cast but lackluster visuals you may as well make a novel or sound drama.
Just look it Avatar. It's story is an atrocious, trashy, cheesy rip off of Dances with Wolves and other hippie wet dreams, but it's carved a place in film because of it's incredible visuals.
