we have the black plague here in North America. In the north west around the rockies/Yellowstone public parks. the rodents like squirrles cary the plague. but it never does anything. why is it sparking up and becoming an issue there?
Right, there were more types of the Plague and the old one is mostly gone anyway. cleanliness is never bad though but yeah, when it spreads via Air, good coordination and disciplined quarantines are much more important.

I'd expect that bubonic plague is treatable with antibiotics some diseases are immune to now
At first, yes. however every strain of bacterium already got a lot of contact with Antibiotics thanks to certain 3rd world meat farms and some minor outbreaks, including the Plague.
Its a matter of time really, and if it gets to a stage where over a 100k are infected the Plague gets even greater exposure which will speed that process up.
