America was supplying Britain (and Britain was supplying the USSR with some of that material) via armed convoys that were actively seeking German vessels to attack. Declaring war just gave Germany freedom of action, in hopes of forcing Britain to the negotiating table. Again, they can be forgiven for WII (although at least Linbergh gave the country a very clear warning of the whole thing), but they share responsibility for what transpired during the rest of their lives.
