Speaking of Elel, where does the blood she use when she copies Almaria's ability come from? Almaria has been shown to carry blood packs to fuel her Exceed, but Elel has used Almaria's ability multiple times.

Seems like Elel's ability that allows her to use other Progress abilities comes from spirits so they probably creates/reproduces powers.

So does every Progress have an alpha driver or do some Progress have abilities that allow them to go solo without a driver? If there are solo Progress around, that would sort of explain why Aurora, Euphiria, Dr. Michael, Ruby and Clara weren't affected by the Ouroboros.
In fact, I doubt Dr. Michael's contribution to Seiran Academy's efforts have anything to do with her Exceed at all. I would have thought Ageha would be a solo Progress as well, but she's turned to the dark side, so who knows.
