Non reported crimes. Are the hospitals required to report all injuries to the police like in the UK? Are the police following up all reports? Do they always report knife attacks as such, or are they reported as assaults?
Check out the French statistics for heart disease and cancer, and also their stats for 'natural cause or unexplained'. It's the same idea, we have lower heart attacks than you cos we attribute them to old age.
