Nothing, because the entire last five minutes were an obvious joke and PSG's entire plot was itself a kind of meta joke to break up the random gags and animation wanking that comprise most of the series, similar to excell saga

I love this series but it had it's run, a second season would actually be even dumber than FLCL 2 will be because that at least will feature new characters that might potentially be good.

But it's not better which is a prerequisite to being acknowledged as a good dub.

If it had a soundtrack on par with the first season I wouldn't care what else it had.

FLCL was out a lot, lot longer before they made a second season, so that's already a point in favor of PSG2. It hasn't been as long. It would work for exactly the reasons you said, that it was just silly. There's no narrative closure to disrupt. Nothing will ever be less needed than FLCL 2, regardless of how good it actually is.
