There's a long history of racism against people of other skin colours. How come there has been no inter-white racism between hair and eyes? The closest that's ever been to happening is a South Park meme and Nazi propaganda which didn't actually involve discrimination, just presented an ideal. So how come blacks have literally been enslaved due to race but whites with different hair/eyes haven't been treated differently ever?

Because pigmentation of eyes and hair changes often from human to human even while core characteristics that define race (first of all - mental capability and behavior, also bone structure and skin tone) remain the same.
