He seized power from the parliament after the monarch gave it to them, but apparently he did it to preserve the monarchy so I don't know wtf was going on...
And by "seized" I mean he just ignored them and did whatever he felt like doing...

Yes and no, Bismarck saw that the king was becoming senile and unable to perform royal functions so he had to step in. Reminder that he tried to seize power to SAVE the monarchy from the republicans. All monarchs throughout history had extremely skilled advisers assisting them in rule and Bismarck is one of them. Better people like him who knew multiple languages and had prepared all his life than some corrupt nutjob who came to power through money or empty promises.
