And you're right, they don't have rules for passing the keys but they assume they do. The keys were in reference to what parts of the law would be binding that was acted upon in Acts 15.

Absolution is not necessarily that I have the power to forgive sins but rather that the person confesses to God in faith and that faith brings them forgiveness. Me physically telling someone they are forgiven is in the way I've come to understand it, a physical encouragement.
Literally hearing the words "you are forgiven" is powerful to people who truly repent, but they would have been already forgiven before the words were said.
