The main problem NorCal and Cal would have in this scenario is an exodus of local industry and a complete inability to fund their dream state. Why run a business and get your income taxed at 10-15% when you can just move an hour or two away and have 5%? OC and San Diego would get huge boosts from this. Let's be honest though, the cuckservatives would probably fuck it up and start off with laws about as pozzed as the neighboring states.

Socal in OP's scenario would be purple and be way more fiscally conservative. It would've gone red in every election from 92 to 12. This would set back the clock maybe 10 years in regulation, but they'd still keep getting browner and more restrictive.
