I don't think you've gotten a satisfactory answer to this yet. Everyone is saying it's lookit me behavior, which is obvious. But why shoes and clothing in particular? Imagine the counter-example. Say 70% of blacks are raised by single fathers. Do they still obsess over clothes, style, and shoes? Or do they find some other way to signal wealth and virility: cars (which we see to some extent but not as much as white gearhead culture), watches, tattoos or piercings, etc.?
Personally, I suspect the shoe thing is driven by athletic endorsements. You don't see people rioting over patent leather oxfords or comfortable moccasins. The athlete replaces the father as a role model and taste maker, so the kid buys his shoes.
I also believe it's a case of wanting something they lacked in childhood. When you're a growing kid, small shoes that pinch are painful and secondhand clothes are embarrassing. When they come into some money, they overcompensate. Honestly it dates back to slave days. Most slaves never had any shoes.
