depends of the country but it's for most part either people from the military that are commitioned to carrying out sentences or prison personel that have a special training if the country has lots (relatively speaking) of death penalties carried out (in japan for example uses prison guards to do it, they get the whole day after the execution free and they get a paycheck bonus)
