Our logging roads look like that when they are freshly made.
Maybe 25% of all roads are dirt roads where I live, rural northern midwest. I actually prefer dirt roads as the paved roads get so fucked by our harsh winters.

Our lack of dirt roads is practical more than economic or political.

But your country is massive through. You don't need to have proper roads everywhere. It's nothing to be ashamed of.
If anything it's a good thing you can escape from modernity. In lots of places in western Europe you can't do that. You often can only get the illusion of remoteness.
