This is factually untrue. The study compared use, not dealing. Blacks and whites use at similar rates. Almost all this imprisoned for drugs offences are there for dealing, trafficking, and production. 40% of those imprisoned for these offences are Hispanic, which seems logical since many of the catels are Hispanic. The next group is blacks, and then white.
Very few people are jailed for simple drug possession of small amount, especially if it's a first time offence. In many places minor possession is an infraction, simply a ticket, with no creation of a criminal record.
