It depends how fast you fill it. If you fill slowly, it'll be 5 since that's the only one unblocked, but if you fill it fast and it overflows, it'll be 7 shortly followed by 4.
It would overflow through the top and make it into 4 and 9 before it could reach 5.
The spout leading to 4 and 9 is lower than the one leading to 5 and 9, essentially the coffee would fill up before it could fill up on the right side causing an overflow and spilling over the top.

This is the easiest version of this puzzle I've seen yet, since it removes water pressure as a variable. It allows the viewer to focus on the cups, and all cups are blocked but one.
