Well it all depends what type of adventure you are looking for. If you want to do some adventurous tree canopy trekking in the jungle, go to places like Rio Branco (Acre) or Amazonas. The safest place by far is Fernando de Noronha, it is off the coast of brazil and is a national park type thing.
AVOID rio, avoid the greater Sao Paulo region. The smaller cities around Sao Paulo have some nice beaches but the water is fucking cold.
The north has the best beaches, the water is HOT and there are very few foreigners. I would suggest a city like Pipa if you go north.
Amapa is a more isolated city but the native food is excellent and you can see some nice jungle action.
