Fentanyl is being mass produced in China into the form of tablets to purposefully resemble that of Oxy, Hydros, X, etc. and in powder form to either add to heroin or replace heroin altogether. Said fentanyl is then transported to Mehico to Sinaloa and other cartels, then funneled into the US via some of the loosest access points we’ve ever seen but you never hear about. Fucking degenerates are busted by the fistfuls and re-released back into the community in the US because ‘MUH IMMIGRANTS!!’ and the cycle continues until they finally murdered a dozen or so total, and it’s either publicized (think kate Steinle) or a respectable judge finally sees the case and sends them back after significant assurances.

Here's some math though. Carefentanil's soluability is 0.0259 mg/mL. An 8 oz cup of water is about 236ml. That's about 6mg of the drug in a glass of water.
2mg of fentanyl is sufficient to kill a human being. This stuff has never been tested on humans due to potency, but the answer is given enough dumped into a water supply, you would certainly render it unfit for consumption or even washing.
